Our President made a commitment at COP21 in France to cut carbon emission in Nigeria by 25% before the year 2020. This commitment was subsequently backed up with a signed MOU among member nations including Nigeria.
Therefore, with the population of Nigeria, the number of vehicles, the National Vehicular Emission Control Law and enforcement captured in the National Gazette of May 27 , 2011 and the endorsed commitment of the President, businesses associated with the reduction of Carbon Emission in Nigeria will surely thrive.
Nigeria is the most populous black nation in the world, blessed with abundant natural resources one of which is petroleum from where fossil fuel is derived.
Larger percentages of this population are active and mobile working people that are daily moved from place to place through a massive road transportation system. Majority of these vehicles on our roads are old and fairly used vehicles operating with fossil fuels.

 The vehicles because of the old engines emit poisonous fumes from its exhaust system which pollute the air environment. This is known as the Vehicular Emissions from petrol and diesel engines.
In order to rid the air environment of dangerous gaseous fumes and reduce the Vehicular Emissions, the Federal Government of Nigeria on 17 May, 2011
published a gazette making it mandatory by law for all vehicles in Nigeria to undergo Vehicular Emission Test.
The law mandates the owners of the vehicles that fail the test to stop the vehicular emission of their vehicle within 90 days or be off the road until the vehicle is fixed to stop emitting poisonous gasses.
Thirty Six (36) States in the Federal Government of Nigeria, the Record shows that over Twelve Million (12,000,000) vehicles plying in Nigeria road. It is estimated that the Emission Control Programme nationwide will take care of vehicles that will undergo compulsory Emission testing and device installation on vehicles that fail the test.
Man they say can survive without food and water for more than a month, but cannot survive without air for more than five minutes. This underscores the importance of air to human beings and the need to make the air environment safe and sustainable for human lives.

    We are members of the legacy party, plus APGA and DPP. We realized since 2005 that to remove 
the PDP from power, we must sink our differences, come together and form a party. God willing, that eventually happened and that is why we are where we are today, coming together inspite of our differences, both personal and ideological. We must not forget that. Having identified that as members of the legacy party, we again identified three fundamental things facing us. First, security, second, economy and unemployment and thirdly, corruption.

    We campaigned throughout the country on these three fundamental issues and nobody successfully challenged us and these issues remained relevant. On security, we have made progress. It was a very courageous decision that the party took and executed by the Executive by removing most of the military hierarchy and appointing those to take over from them, acquiring some new hard and soft ware and raising the morale of the military to go secure the rest of the country which was then 14 out of 774 local government.

    I have said it often that as far as I know and the service Chiefs who are on ground, they are not holding any local government. But they still have some capability especially on soft targets by using technology. For Niger Delta, the militants are sending some conflicting messages. Some have said they are ready to drop their arms and join the rest of the nation to build it. But part of them are still sabotaging installations which is making investments in that lucrative area of Nigeria difficult because nobody will submit his riches to financial institutions, get money only to suffer huge loss. So, the environment for investment is being sabotaged by our own selves, Nigerians.

    We are doing our best with the military by trying to persuade them to join the rest of the country because in unity lies our strength. Of course the leadership of INEC has been changed, but I appeal to the leadership of the military, security agents and INEC that what I want Nigerians to remember me for, even if I have to leave the Presidency tomorrow is that I respect them. I want all Nigerians to believe and hold their PVC as personal entitlement as Nigerians and use it the way the like, and vote for whoever they like at which ever election. If they voluntarily sold it, it is part of their right and so, let them sell it and remain at home and not participate in any election. But let the law enforcement agencies give them the confidence that nobody will come out who has money to hire thugs, give them drugs and stop them from exercising their fundamental right.

    I am afraid I did not succeed in the election in Kogi, Bayelsa, Rivers. I think that more Nigerians are killed or killed themselves in Rivers than in any particular state. At this stage of our political development, to remain brutal is shameful and as a government, I promise we will do something by the next general election.

    On the economy, the fall of oil prices after Nigeria has made itself a mono economy is a disaster. I wonder why people could not believe that in Nigeria, about 27 out of 36 states have difficulty in paying basic salaries of their workers. If from 1999 to at least 2003, oil is above 100 dollars per barrel and an export of about 2 million barrel per day, how come Nigeria failed to make some arrangement to cushion the effect of a probably volatile oil market? Again, it show failure of the last administration. But we are now to pick the pieces as an APC government and so, there is no need complaining, but let us concentrate and see how much we can do with whatever remains of the economy. We realized that agriculture and solid minerals are two areas that can quickly come to help us to recover economically, at least in terms of employment and feeding ourselves and more importantly, saving the hard currency to make sure that what is left our industries remain open, employing Nigerians and producing goods and services which is very important. The policy we are trying to implement is TSA. When we insist that we have to know what comes in and what goes out for us to make a comprehensive amendment to the economy. If you go and see the Central Bank Governor, he will tell you that in the TSA, we have more than N3 trillion. Where would this money have been if TSA was not in vogue? I was made to understand that vouchers would have quickly been raised towards the end of the financial year and checks made. Whether they are going into projects or private pockets, nobody can prove it to you. But that money is there, it is identified, if is quantified and when the budget comes back eventually, the Ministry of finance will see how to allocate it to the rest of the country. We have tried to make sure that NNPC is reorganized, so that we know how much of our crude is taken, how much it is sold and to which account the money is going. But I tell you that up to the time we came, if anybody told you that he knows how much of crude exchanges hands either on the high sea or reaching their destination and the accounts the money goes into, that person is not telling you the truth. We are getting the cooperation of countries that has received this crude. But we have to be sure of the facts in our hands before we start prosecution so that Nigerians will believe what we have been telling them. Again, I have to repeat myself here for you to appreciate what I am going through because you are closer to the people than myself. I was telling a British team that came to supervise the training team they sent, that when I was in uniform, you took the perceived corrupt ones and put them in safe custody and quietly told them they were guilty until they can prove themselves innocent.

    But now under multi-party democratic system, I see some of them ride Rolls Royce, some of them have built estates here, but they are innocent until we can prove them guilty. This situation is true and you don’t need to stress your imagination to find out. If you can find out, you discover that a level eight officer has five houses, while you, as a Permanent Secretary or Commissioner is still living in a rented house. We have to get credible evidence to carry out successful prosecution and get judgement from the Judiciary. But effort is being made to give a list of recoveries in whatever currencies so far so that Nigerians will know that it is not all about long stories. For the party, I will like you to continue to make sacrifice. I know you are being harassed since the election that they haven’t seen anything on the ground.

    Well, if you have any explanation that could be accepted, is that you have three more years to go. When we came in after 16 years of PDP, each government had 42 ministries. We reduced them to 24, removed 21 Permanent Secretaries. We sat down and reflected seriously. We were all in the process of taking over at a time of national budget. So, imagine the volume of work and with what happened in the National Assembly, the padding, it would appear that below the Permanent Secretaries, there are still a lot of bureaucracies that are still with them. So, you have to appreciate the position we are in.

    Having cut 42 to 24, correspondingly, the parastatals will be cut down to some size and realigned and the boards reconstituted. We gave a blanket order which we had to rescind when we said all boards are suspended or dissolved. We had to go back and lick our vomit in terms of university boards because we found out that according to their laws, they cannot choose Vice Chancellors unless the Boards seat down, interview prospective candidates who wants to be VCs. So, there is nothing wrong in saying sorry and going back on your decision. So, we said sorry and allow all the universities to continue with their boards. But for the rest, eventually, we will make it.

    So, please, try to bear with us as we reflect on where we found ourselves. For globetrotting, sometimes, you need to present your case on personal basis to your economic colleagues and neighbors. Nothing is better than personal touch and I believe that we are learning a lot and eventually, the nation will realize so, I don’t envy you on the harassment you are going through from your constituencies. Take it with a lot of determination and we will be all right, God willing.

Nigerian Government unnecessarily making Nnamdi Kanu a Legend-- Chief Ikokwu

 Anambra State Chairman of the defunct Nigeria Peoples Party, NPP, Chief Guy Ikokwu, has urged the Federal Government to release without delay the leader of the Indigenous Peoples of Biafra, IPOB, Mr. Nnamdi Kanu because his continued incarceration is not in the best interest of the country. 
Ikokwu, a lawyer of over 50 years and a chieftain of the defunct National Democratic Coalition, NADECO, attributed the raging clamour for Republic of Biafra to the refusal of Nigeria’s leaders to restructure the country, which he argued is hindering the nation’s socio-economic growth.

Nigeria, Igbo must not go for second civil war
Asked his take on the raging agitation for the Republic of  Biafra, Ikokwu, who fought the civil war on the side of Biafra, said: ‘Generally speaking and in line with what Chief Chukwuemeka Odumegwu Ojukwu, who was the first leader of Biafra said,  our people should not go for a second civil war. It is in public domain. It is on Youtube and video. Anybody can play it and listen to what he said.

In saying that, he said history should be a lesson not only for Nigeria but also for Igbo people and that the grave implications of a civil war are such that the initiators do not normally know where it would end and who and who would suffer. In the first civil war, the majority of those who suffered were the innocent people.
More than a million people died and they were not the ones who started the war or were fighting the war. He said a second civil is not in the best interest of Nigeria, that Nigeria should learn its own lesson and understand that the Igbo always add value to anywhere they go. To any situation they are called upon, they add value.
They never go anywhere to deteriorate the existing situation. Not only that they are so flexible that they can change their culture – language and dressing that they and the natives will almost look alike; that the main thing Nigeria should do is to restructure the country into fiscal federalism as our founding fathers – Herbert Macauley, Nnamdi Azikiwe, Obafemi Awolowo, Ahmadu Bello, Dennis Osadebey, MI Okpara , etc, who agitated  and got. They fought for a federal structure and this is embedded in our national anthem – in diversity we stand, there is unity in diversity.
Need for justice equity, fairplay
‘’That is where the Igbo stand. There should be unity in diversity. We should use the diverse abilities of each group. The Yoruba have where they excel.
Six zonal structure
The Urhobo, Hausa, Fulani, Tiv, Nupe, Kanuri, etc, each have where they excel. Use all these diversifications to promote a united front so that on the whole, the whole nation will rise up and be better for it. That is where we stand. There should be justice, equity and fair-play.
Once these three things are given, you will not find any more resentment or demonstration by youths. At the moment, majority of Nigerians believe in the six zonal structure.
Leading Nigerians from all parts of the country like Emeka Anyaoku, Wole Soyinka, Kayode Fayemi, Bolaji Akinyemi, etc have said a thousand times: Give these geo-political zones federating powers so that they can become the federating units. Each federating unit can take care of certain things in its area.
It can take care of its youths, hospitals, infrastructure and even local councils. If a federating unit wants one million local governments, let it create them and pay them from its own resources. It is these federating units that will now engender the issue of diversification, which economic wise, the present Federal Government has been told: with falling oil prices, you don’t have enough federal revenues again, the economy should be diversified so that each unit will contribute what it has in its area.
For instance, the South-East has oil palm, the North can produce groundnut, cotton. The South-South has rubber, oil palm. The South-West has cocoa. If we diversify the economy, Nigeria will be stronger and richer.
You don’t have solid minerals in the East but you have it in the North-East and North-Central. It is only now that the Federal Government is asking the Solid Minerals Minister, Kayode Fayemi, to ensure that the Federal Government regulates the mineral deposits and how they are exploited.

In the North, it is individuals that are exploiting the solid minerals but in the South, individuals are not allowed to pump oils. All these are not only to the detriment of the zone but also the whole the country.

On the way IPOB and Nnamdi Kanu is going about the Biafran agitation and the Federal Government slamming of treasonable charges against Kanu, he said: ‘’The issue of Radio Biafra is not treasonable. Radio Biafra is digital instrument registered in United Kingdom or America.
It is not the first time. Professor Wole Soyinka had Radio Kudirat, done abroad and broadcasting to Nigeria. NADECO endorsed such foreign radios by Nigerians. It is a matter of freedom of information.
If Kanu is guilty of treason on account of Radio Biafra then millions of Nigerians are guilty of treason in the social media because it is a digital matter now. You take your smart phone and say whatever you like – good, bad, rubbish, exemplary, etc.

Rochas Okorocha vs Biafra part I I

The war between Rochas Okorocha, Governor of Imo state and Ndi Biafra is just getting started..


For some months now, the governor of Imo State, Owelle Rochas Okorocha has received an avalanche of firestorm in his plate. The forces lining up against his administration appear considerable and the nature and rhetoric of their opposition have become indeed sickening. It’s all about dirty politics. And in Nigeria, it involves high-stakes, sometimes a vicious game. Like in war, all lies seem fair and acceptable. In Imo State, where the governor has been up against organised labour, and beyond the state, and a section of the public at large, there are many people, who would want to see Okorocha crumble in front of them. But there are many who recognize his good works and still keep faith with his government.

As a journalist, I know with a degree of certainty how the media, especially in our country operate. They usually have their own storyline on issues and events that unfold over the weeks or months. It’s often a narrative that may or may not coincide with reality. In that respect, and specifically in relation to the greasy poisonous hysteria that is Imo politics, some of Okorocha’s political foes will do everything they can, to portray the governor, his aides, as a sort of bizarre phenomena that bear constant watching.

Las week, that trial ballon was deflated. The attacks on the administration were in full-throated. The governor’s opponents sought to portray him as corrupt, of fleecing the state of the bailout fund given by the Federal Government last year, for states to offset some of their obligations, including payment of workers’ salaries. The dysfunctional story was one of the big stories that dominated both the social media and mainstream media last Friday. It was a high-tech lynching of sort meant to deliver a hammer blow to the governor in which, if it sticks, it might take the governor a long time to recover.

Lets revisit some of the recent damaging reports against Okorocha’s administration. Trending last week was the vicious story that the anti-graft agency, the Economic and Financial Crimes Commission (EFCC) has uncovered a “high-level fraud” allegedly perpetrated by some aides to the governor. The punch line was that the EFCC had “arrested the Principal  Secretary to the Governor, Dr. Pascal Obi, and two others – Uzoho Casmir and Iheoma Kenneth, who were described by the EFCC as directors of Finance and Treasurer”.

According to the report, an “unnamed cashier of the government was alleged to have made cash withdrawal of N456.532 millions between September 3, 2015 and October 10, 2015, from the Government House account in Zenith Bank”. It was also alleged that the said amount was given to an aide to the Chief of Staff to the Governor (Chief Uche Nwosu), following an “approval and directive by the Principal Secretary to the governor”.

Also, more damaging was a report by a national daily (name withheld) that the governor has fled the country because of investigation by EFCC into how he spent N2bn bail out funds for the state. Now, this is the vicious game, orchestrated to tarnish the image of the governor. The governor, contrary to the report, is in his office, in the state, never jetted out anywhere. An angry Okorocha, addressed the press Saturday morning to show that the report was nothing but a calculated blackmail. The governor said, “If I am with you (journalists) here this morning when someone wrote and published that I had jetted out because of EFCC, you can imagine the level of falsehood and mischief”. But, the governor said he would not take any legal action against the newspaper but would seek a retraction. The reporter of the story is said to be from the same hometown with the PDP candidate who was defeated by Gov. Okorocha in last year’s election.

On the N2bn bailout fund, the governor said the anti-graft agency visited the state several times, as it did in other states, in line with a presidential directive on the bailout funds. In other words, EFCC investigation in Imo State was nothing unusual. The governor said the state has used its bailout fund “judiciously and the records are clear and accessible, and there is nothing like diversion” as alleged. I also know that I spoke with one of the governor’s aides reported to be in EFCC custody, same day he was alleged to be in the anti-graft net. Contrary to the report, the aide was in Owerri, the state capital, not in Abuja as alleged.

One thing I know for certain is that this is poisoned politics, and a frantic search for a smoking gun against Okorocha’s administration. In such a frantic search to get their enemy, the traducers are feeding frenzy. They don’t care about facts. They just run away with the allegation, never bother to get any shred of evidence to support their orchestrated report. The governor’s enemies are surprised that instead of crumbling, the governor is getting up each time from the mat and getting his job done. Okorocha’s opponents also know that if they can’t get at him, link any “misdeeds” with his closest aide, and perhaps it will stick, at least in the eyes of the gullible public. That’s why they are dragging the name of the Chief of Staff to the Governor, Chief Uche Nwosu, who is also a son inlaw to the Governor. I am not holding brief for the COS, but this young man is transparent, of high integrity, but fiercely loyal to the governor. I don’t see anything wrong with that, just the same way the Governor’s Special Adviser (Media), Mr. Sam Onwuemeodo. I have known Sam for over 20 years as a committed journalist who loves his job and loyal to his boss.

All of this boils down to one thing: Nothing is beyond Imo politicians to do. It’s the same all over Nigeria. That’s the battle Okorocha is up against right now. It’s not the first time that his opponents have tried to undo him. If one plot fails, try another. Two years ago, it was all about alleged registration of  northerners’ resident in Imo State. The governor took a hit. It began in the National Assembly, but the masterminds were Imo representatives in the two chamber of NASS, championed by former senator, Mrs. Chris Anyanwu, who delivered a scathing remark, accusing Gov. Okorocha of drawing “unusual attention to himself”, and for not respecting the “constitutional provisions of free movement, free association, free worship which are well-cherished by our people”.

Interestingly, behind that attack was a plot to stop Okorocha’s reelection in 2015. There was no proof that the governor intended to register northerners in the state with the aim of issuing them ID card. That plot to bring Okorocha in collision course with the leaders of the North failed. Okorocha was re-elected last year, defeating former Deputy Speaker, House of Representatives, Emeka Ihedioha. The Supreme Court has since validated the governor’s victory.

Altogether, It is not in doubt that Gov. Okorocha has incurred the wrath of many in Imo State. Last year, he was called a “land grabber”, but the governor denied ever taking anybody’s land illegally. He knows what he’s up against,  possibly to stop him if he wants to take a shot at the Presidency in 2019. As he told a selected journalists last December, “I work for the glory and honour of the job, not for the money”. Rather than take the state’s money, Okorocha insists, he is “the emperor of blocking the ways from where some people embezzle state money”.

He admits that “misinformation” is the problem with his government. His words, “I have good relationship with my people, I am down to earth, and my style of administration is working for Imo”. Gov. Okorocha remains one of the few governors in the country who came to power through the invitation of the people, the ordinary people, not the elite. He doesn’t have godfathers. And they could be the forces behind his present travails.


  • But a word of advice to the governor: Devote maximum attention to what made you the toast of majority of Imo electorate five years ago, and the famed sobriquet, “my people, my people …..,  my governor, my governor”.  All said,  the present spar by his traducers should serve as a sobering experience from which he could learn useful lessons.
